The HKCAAVQ provides qualifications assessment services by offering a professional opinion on whether the totality of the educational qualification(s) of an applicant (i.e. the integrated learning outcomes of the highest and terminal qualification) meets the standard of a particular qualification level in Hong Kong. The qualifications assessment service also includes the provision of professional opinion on non-local teacher training qualifications for prospective teachers who wish to lodge applications to the Education Bureau for appointment to teaching posts and for teacher registration purposes. Moreover, the HKCAAVQ has been entrusted by the Security Bureau to assess non-local qualifications held by individual applicants under the "Quality Migrant Admission Scheme".
In conducting the qualifications assessment, the Hong Kong educational system and the Hong Kong Qualifications Framework (HKQF) are the reference points for consideration. Learning outcomes, as well as the quality of the delivery of an educational programme are the key assessment criteria.
Qualifications assessment is neither an institutional nor a programme accreditation, and the result pertains only to the individual whose qualification is being assessed, and the assessment is not pertaining to a particular educational institution or a particular programme. The outcome of the assessment takes the form of a statement to the applicant, and represents a non-binding professional opinion of the HKCAAVQ. Each application is considered independently and the assessment result is solely for the reference and use of the applicant. Individual employers, organisations, or educational institutions will exercise their own discretion as to whether they will accept the professional opinion of the HKCAAVQ in considering the qualification of any particular individual for employment, registration or study purposes.
Should the applicants for qualifications assessment service wish to seek clarification in relation to their own assessment outcomes, they may raise their questions in writing through letter, email, fax, preferably within one week after the receipt of the assessment outcome from the HKCAAVQ so that the HKCAAVQ’s response can be provided well in advance of the stipulated timeline (30-day) for applicants to submit an application for formal review of the assessment outcome.
