The Council has been actively establishing links worldwide. In 1991, the former HKCAA initiated the formation of the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), the first international network on quality assurance. Over the years, we had an almost continuous presence on the INQAAHE Board. The Council at the start of the century has been active in setting up the Asia-Pacific Quality Network (APQN), and the then Executive Director (ED) served two terms as President of the APQN from March 2005 to September 2007 while the former DED was the APQN Secretary / Treasurer for 2007/2009.


Memorandum of Co-operation/Understanding

In September 1995, the former HKCAA signed a Memorandum of Co-operation (MoC) with the Shaanxi Provincial Education Commission with a view towards future cooperation and the exchange of information, personnel and expertise in areas of mutual interest.

The former HKCAA signed an MoC in 1996 with the Institution of Shanghai Higher Education Evaluation (ISHEE) which was the predecessor of the Shanghai Educational Evaluation Institute (SEEI). Since then, a number of mutual visits have taken place between the HKCAAVQ and the Institute. In March 2006, the former HKCAA signed an MoC with the SEEI with a view to facilitating collaborative development of higher education evaluation and related research activities.  This Memorandum was renewed in May 2009.

In March 2005, the former HKCAA signed an MoC with the Australian Universities Quality Agency (AUQA) to provide a platform for exchange of information and expertise as well as mutual recognition.

In February 2008, the Council signed an MoC with the Quality Assurance Agency for Higher Education, UK (QAA) to work towards establishing a strategic alliance to enhance external quality assurance and improve the quality of higher education in the region.

In March 2010, during the 20th Anniversary Dinner of the HKCAAVQ, the signing of the Memorandum of Understanding with Higher Education Evaluation Centre of the Ministry of Education of the People’s Republic of China (HEEC), and that with National Institution for Academic Degrees and University Evaluation (NIAD-UE) of Japan was concluded to enhance mutual collaboration and support.

In September 2010, during the 20th Anniversary Conference of the HKCAAVQ, we established the Memorandum of Arrangement with the Malaysian Qualifications Agency to enhance mutual collaboration and exchange.

By receiving the visitors from organisations outside Hong Kong and attending international conferences as well as paying visits to overseas organisations, the Council has established close link with different quality assurance agencies and education authorities in the Mainland and overseas.
